NASACT, in conjunction with the Association of Government Accountants and the Association of Local Government Auditors, is pleased to announce the latest in its series of events addressing timely issues in government auditing and financial management.
This webinar will address the key issues and lessons learned from the first round of reporting required by the American Recovery and Reinvestment Act. Challenges and responsibilities facing accountability professionals moving forward will also be discussed.
The Recovery Act has caused government to rethink the way it does business, allowing greater access to grant, contract and loan information than ever before. The act subjected economic recovery funds to unprecedented levels of accountability and transparency by:
- Creating a Recovery Accountability and Transparency Board (RATB) charged with providing ARRA transparency and preventing and detecting fraud, waste, and mismanagement.
- Requiring that recipients report on the use of recovery funds for every program and project.
- Requiring that recipients assure that ARRA funds are used as required by the law.
- Requiring recipients to report the number of jobs that were created or saved by the funds.
The RATB has developed Federalreporting.gov to collect the required recipient information and Recovery.gov which provides public access to the submitted data. The creation of these websites helps facilitate the required reporting by ARRA funding recipients and sub-recipients and furthers the act's goal of providing greater transparency and accountability.
During this webinar, you will hear from:
- State representatives responsible for ARRA reporting.
- An RATB representative who will discuss the successes and pitfalls identified during the first reporting exercise.
- Representatives from the U.S. Government Accountability Office who will discuss the results of GAO's work on Section 1512 recipient reporting and its recommendations moving toward the next reporting period.
- Representatives from the U.S. Office of Management and Budget, who will discuss OMB's plans for additional or amended guidance and an update on a pilot program designed to address Recovery Act risk through the use of early written communication of internal control deficiencies for Recovery Act programs.
Join us for this timely webinar as we recap Recovery Act implementation progress to date and discuss the issues that state and local governments will face moving forward. Participants will be able to address questions to the speakers during a live Q&A session.
