Description: |
The Office of Finance and Treasury (OFT), whose primary role is to manage the cash and other liquid assets of the District government, as well as its borrowings and debt repayment, is in search of an Associate Treasurer for Debt and Grants Management. The incumbent will advise and assist the D.C. Treasurer in managing all functions associated with the issuance and management of all bonds, notes, and other debt instruments of the District of Columbia, and all functions associated with the cash management and recording of the District’s grant funds.
Specific duties include managing bond transactions and the tasks of all professionals associated with such transactions; managing, monitoring, and analyzing the District’s annual debt service budgets and payments; managing the accounting and audit-related duties associated with debt issuance and debt service; taking the necessary actions to ensure that the appropriate legislation is in place to properly authorize debt transactions; producing and analyzing documentation of the District’s debt position in relation to statutory debt limitations; evaluating debt structuring options and proposals from investment banking firms; serving as a primary point of contact for bond rating agencies, investors in the District’s bonds, and other professionals associated with the District’s debt management; preparing and contributing to District presentations to bond rating agencies and bond investors; preparing and providing input for testimony by the Treasurer and/or the Chief Financial Officer on various matters; managing the District’s compliance with requirements for grant drawdowns and reporting in accordance with the federal Cash Management Improvement Act (CMIA), representing the Office of Finance and Treasury with various District agencies regarding their respective grant drawdowns, recording and reporting functions; managing staff in the Debt Management and Grants Management units; and performing other related duties as assigned. |
| Requirements: |
Desired candidate will have demonstrated experience structuring and managing debt financings, administering grants, and utilizing financial information systems, preferably DBC. Strong written and oral communication skills are a huge plus! |
